The immediate effect of this operation

would be to create a dual standard or measure of value; i.e. mil

small dealers would at once institute two sets of prices the

one in Hongkong and the other in Chinese Coins, and the British

Firms such as the Star Ferry and Tramway who receive large

quantities of small coins would do the same or accept only

Hongkong Coins, for these would have so distinct a value as

against the Chinese coins that they would no longer be tendered

or accepted as of practically the same value. This is the

desideratum. Once the dual measure of value is established, the

Chinese coin is ipso facto discriminated against, and assumes

a subordinate place and is no longer confused, as now, with the

legal tender of Hongkong. I have said that Hongkong coins would

no doubt begin to flow in and to slowly depreciate, but the

dual standard of payments having once been started would remain,

and as soon as it was endangered by the inflow of Hongkong

coins a similar operation could be undertaken.

II.

I come to my second object, viz.:" to dis-

-criminate against Chinese coins with a view to increasing the

disparity in value.
